So finally Oracle has announced the Java8 upgrade exam for OCPJP6, SCJP1.4 etc.

It is in Beta, but not yet available for taking it seems.

Any information on the start and end dates of the beta?

If it's available, it will appear on this page. Currently it's not yet listed in the upcoming beta releases section.

But you could already start preparing if you want to take the beta. Based on my common sense, I would say exam topics will probably focus on the new language features of Java 7 and Java 8, together with new introduced exam topics in OCP7 and OCP8 (like concurrency, nio 2.0, jdbc, localization,...). And for those having a pre-OCPJP5 certification (and for others maybe as well), it might be useful to refresh your knowledge about some Java 5 language features like enums and generics.

Agreed. I suspect the whole (or almost the whole exam) will be a combination of the Java 7 upgrade exam and Java 7 to Java 8 upgrade exam objectives.

That's great! That gives enough time for a thorough preparation! I am planning to study the topics/materials of OCPJP7 upgrade (805) and OCPJP8 upgrade (810) exams.

And the beta pageshows it as "pre-production" which is a status that normally comes after beta. Still no objectives though. Weird.

1Z1-813 is no longer listed on the beta pages, but is still listed in the "New and Upcoming Releases"

Are they going to skip the Beta phase for this particular test?

Only Oracle knows But it could be if they combine question banks of the Java 7 upgrade exam (1Z0-805) and the Java 7 to Java 8 upgrade exam (1Z0-810). Then all questions already have gone through the beta phase.

This exam looks like it has skipped the beta stage and is showing as live and at full price...

I agree it skipped the beta. I think the price is a forward looking statement though. The objectives aren't online yet. And you can't register for it on PearsonVUE yet.
