Java for PC vs Android applet

Hello all,
am very new to Java.
Interested in learning the language as I need a way to connect to a micro-controller in my house from outside/ web via PC and Android.
Did some google searches for JAVA for android and it sounds like it really does not exist.
Though, the maker of the MC actually has an open source sample of an app built with Java which works on android (but does not support questions to the app).
My question how can a Java program be made and then converted to an Android app?

Android applications are normally programmed in Java.

Could you tell me if a Java app developed for PC can be changed for Android - is it the same program used (I have downloaded Eclipse) or another? Since I will be needing info for both PC and Android I was hoping to be able to get the general question answered here since I will have more PC related questions,

My understanding is the biggest difference is Android doesn't use Swing. Not a droid programmer so I don't know what else differs.
