Office for National Statistics (ONS) is looking for a Census Data Operations Manager in Titchfield, Fareham, UK

About the role
Conducted every ten years and with a history spanning over 200 years, the Census helps to paint as accurate a picture of the nation as possible. The survey is delivered on an extraordinary scale, and involves every resident across the UK. The data captured then assists the government in making key decisions, as well as businesses and the general public. Since the last census in 2011, digital has transformed the way we live and work. In 2021, it’s estimated that a significant amount of surveys will be completed online. With this in mind, the next census will require a complete overhaul in terms of both design and operation.

As Data Operations Manager, your role will encompass a number of crucial areas of data management and operations. As development for the 2021 Census gets underway, you will lead the formulation of a brand new strategy for the storing, processing and accessing of data within the Census’ current data environment. Working at the forefront of this project, you will look at how it may best serve the needs of the 2021 Census and those who use it, ensuring that the strategy is on time, within budget and in-line with the Census Data Management strategy. Alongside this, you will be responsible for the day-to-day management of the data operations team, and collaborate with other teams to manage the current data environment. You will also ensure that all systems remain up to date and operating as efficiently as possible, working closely with our IT supplier and other members of the team. In this highly collaborative and impactful role, you will lead all aspects of the data management environment, and have the chance to shape and drive forward a strategy for the future use of census data.

About you
Strategically minded and people-orientated, you are able to successfully build and manage relationships with both internal colleagues and senior stakeholders. You have a wealth of technical knowledge and experience working with data, and ideally an understanding of coding languages such as SAS and R'. Able to see the bigger picture and in doing so make effective decisions, you may have a project management background, or specific experience working on a project for the delivery of a new IT service or system. Most importantly, you are capable and confident in driving forward a strategy from its initial vision, to a deliverable reality.

The Census statistics help paint a picture of the nation and how we live. It provides information regarding the population and its characteristics, and underpins funding allocation decisions to provide public services. The scale of the census is extraordinary as it involves the participation of every resident of England and Wales.
