create Date objects with specific time elapsed

I am being asked to create a Date object and set elapsed time using different values. Below is the code I have, but I noticed that the second method would not run and give output. I will appreciate explanation on what is wrong with the second signature and how to put it right. Thank you.

Can you show us the code that calls the second method?

Are you specifically told to use java.util.Date? If not, avoid that class and find out about the date classes.
