No! These are (like the label mentions) associated certifications and it seems one of them is only available in Japan. But the OCAJP8 certification (1Z0-808) is available for (almost) the whole world. If you take a look at the OcajpFaq, you'll see many people have already passed the exam and they don't live in Japan.

So the certifications associated with 1Z0-808 (the main OCAJP8 certification) are only available in Japan, not 1Z0-808 itself.
