Hi,
I generated VTK dlls from sources (using C make and visual studio) in windows 7 (64 bits) to run with java code. Can I use this dlls in other windows 64 bits systems ( windows 8, winddows 7,... )by coping them into this systems and adding them to system path ?

Yes, if the DLL is compatible with 64-bit Windows 7, then it should work on other computers with 64-bit Windows 7 or 8.

The error means that some error occurred in the DLL. The error message is telling you where in the source code of the DLL the error happens (file: dbgdel.cpp, line: 52) but without knowing anything about what that library is or does and without seeing the source code it's very hard to tell why you get this error.
