Difference between spring boot and spring cloud and which is the best option with rest services

Hi All,
We need to create an application for micro services where we need to choose between spring boot and could. what exactly the difference between them in terms of microservices and which one is the right option to choose if we need to create rest services and server will be Microsoft azure?

Is it related in terms of multiple instances since we are going to have multiple virtual instances for production deployment.

where to deploy the application after creation?


I am new to both technologies, please ignore if my questions seems more stupid.
