I found library https://github.com/Gagravarr/VorbisJava but I can't found sample programs which use it. I want both decoder and encoder and decoder for Android.

How do you intend to use it? Android has a decoder built in. An encoder (app and source code) can be found in the Play Store (jp.gr.tokotoko.oggDroid).

How to use build in Android ogg decoder? Is any encoder for usual Java?

http://developer.android.com/guide/topics/media/mediaplayer.html provides an introduction to the Android media player API.

https://github.com/jhotovy/android-ffmpeg looks like a library that supports Ogg in full.
