Should 2 semesters at Java at University get me to OCPJP level?

That really depends on the university and their curriculum. If you have already finalized on the university, you might want to compare their curriculum with OCA and OCP JP exam objectives given here and here.

Thinking about typical books schools use, I think it'll get you to the ballpark. You'll still have to study more on your own. Also, you'll want to get a study guide as a school class has a different focus than the exam questions.

Based on my own experiences when I graduated, I would definitely say: "No!" The OCAJP (and certainly the OCPJP) require a much more in-depth knowledge of Java topics than what you learn at school/university. Even with more than a year of experience as a Java developer, I learnt many new things while preparing for the SCJP 1.4 certification exam. But it depends of course from the university and what they will be teaching you.

That's why I would strongly advice to purchase a study guide to use as a primary resource. It's recommended to buy a study guide which is especially written for the version you want to take. So if you want to take the exams for Java 8, you should definitely buy a study guide covering OCAJP8 (and/or OCPJP8). In the OcajpFaq (besides other very useful information) and this thread you'll find an overview of all available resources (study guides, mock exams,...) to thorougly prepare yourself for the OCA certification exam. And on the OcajpWallOfFame you'll find plenty of (links to) experiences from other ranchers (including resources they have used). So it can be useful to determine which resources are useful (and which are not).

And based on what you learnt during the Java courses, you might proceed e.g. fairly quickly through the OCAJP study guide and need much more time to study the OCPJP study guide.
