Caching and Performance degrade

Having a proper caching mechanism do NOT necessary to give you better performance and performance tuning and Caching go hand in hand , is that a fair statement ?
This topic came up in one of our discussion to analyze various performance measures.

There's two statements there, if I parse it right?

Having a proper caching mechanism do NOT necessary to give you better performance
and
performance tuning and Caching go hand in hand


As for the first: it's possible to use a cache and still mess things up. And for the second: there are many ways to improve performance for which caching is totally irrelevant.

Of course a full discussion would involve discussing what you mean by "performance", something which is often omitted.
