Creating a new RESTful website using Eclipse, Maven, Java, annotations etc.

What is the best practice for creating a new web service? I want to use some type of archetype and the add the code from that point.
Is there a industry standard way? I am familiar with CXF and I know you can also generate the basic web service shell from Eclipse or Maven within a command line prompt (in Windows).

What archetype should you use? How do you determine that? Does each company have their own prescribed way of generating this shell or some script to simplify the selection process?
