Are you able to make a connection using simple JDBC and the same JRE as WebLogic? Write a simple test program:
<code>
Class.forName("<driver_name>");
Connection con = DriverManager.getConnection("<dburl>","<user>","<pw>");
</code>
It sounds like you have an underlying problem.

Moving to the WebLogic forum...
Have you tried substituting localhost for your IP address?

Hi,
The problem you are getting is because weblogic is not able to locate database drivers path.
solution is add drivers in classpath variable in startup.sh or bat file.
This will 100 % solve your problem.
All the best.

Try configuring a TNS listener for this ip and port using Oracle admin tools.
