On p. 646 of Head First,

For which type of web app components can dependencies be defined?
A. JSP file
B. WAR files
C. classes
D. libraries
E. manifest files

The answers given in C and D.
Explanation: Libraries dependencies can be defined in the /META-INF/MANIFEST.MF file

Why E is not one of the options?

Why E is not one of the options?

Because that is not a web app component. You use the Manifest to define a dependency, but you don't define a dependency on a Manifest file.
 
It is sorta covered in the JavaRanch Style Guide.
