I wrote the following code to print a matrix diagonally

suppose the matrix is [[3,1,6],[8,6,4]] the matrix "a" that I have declared in the program in line 4 should be like [[3],[1,8],[6,6],[4]], but instead of that it is becoming like
[[3,1,6,8,6,4],[3,1,6,8,6,4],[3,1,6,8,6,4],[3,1,6,8,6,4]]. I know the bug is in the first nested for loop but I am unable to catch it. Please help me.
