Welcome to the Ranch
There are all sorts of people who make applications available. Start by going through the Java™ Tutorials and see whether what you want is already provided by the standard installation. The search github, Apache Commons, etc, and see whether anybody there supllies anything.

If you tell us what you want, maybe somebody here will know examples already.

There is a huge number of open-source Java code available for doing a huge variety of things. The list goes way beyond basic utility functions.

The way I look at it is this: Java has been around for 20 years and there are several million people working with it. So if I have a problem or a need, I won't be the first person with that problem or need, and it's quite likely that somebody has already found the answer or written the code and put it online.

There are a huge number of external libraries and frameworks that you can use in your code. For instance, if you Google java database library, you get a number of libraries.

Using external libraries can be a little tricky, but if you need help with that, you can post your question here too.
