One JSP page, two different navbars

Hello, i'm working on a spring project, so i have one JSP page that i need to display to two different users, an admin and a simple authentified user, the problem is, each user has his proper navbar with diffrent actions, so it didn't seem right to create two different JSP files with the same code and display each one to a user.
the question is, is there a way to show the same page to different users with different actions on each navbar.

For making small decisions in a JSP page, the <:c:if> and <c:choose> actions are available.
