Answer these questions first:

1.)  Do you want to live in Singapore, away from your family and friends?  Do you have contacts in Sing to enjoy your life there?

2.)  How hard are you going to hustle?  Are you going to sit back and do only what they tell you, or are you going to plug-into the scene and network to make new deals?

3.)  Is the company offering to sponsor you on a 2 year EP?  I don't think 4.5K is enough to get it over the MoM bar, but it might barely... sounds risky.

If you want to move, you want to hustle, you want to climb, and the company will enable that, then you'd be a muppet to miss the chance...

Spend 6 months learning the lay of the land, network like a mandman, build out your portfolio, discover who you want to work with, then make your play.

Doubt you'll get better chances out there given market downturn...

IMHO of course.
