InstallShield EXE error when downloading from web

Hello, hopefully I have chosen the correct forum for this kind of question but please feel free to move if it to another if I have it in the wrong place.

Using InstallShield 2008 Premier Edition I develop installs (they are EXE type installs, not MSI). The installs are uploaded to a web page for users to either download and then run, or just run from the web server. We intermittently run into an issue where users report getting setupnew/setup.cpp (135) type error after downloading and then trying to run the install. The "workaround" is to clear browser cache and try the download again, or, try a different browser (it tends to happen in IE more than Firefox or Chrome). This usually works, but I would like, if possible, to find out if there is something I can do from an InstallShield build perspective, to prevent this from happening. I should note that when the install file is uploaded to the server it passes through an integrity checker tool to ensure the file is not corrupted during the upload process.

Anyone have any ideas, maybe from your experience with InstallShield and/or these kinds of errors, of what could be done? Any information would be greatly appreciated.

Please note that I have also posted this question in the Flexera InstallShield 2008 forum (IS 2008), but posted here as well as I have always had excellent responses whenever I submitted Java type questions!
