Please use code tags - even with your JSP code (there is a handy "code" button) . It makes it much easier to read when it is indented properly.
I don't know anything about this particular tag library but now that it has code tags I notice two things:
- You seem to have an unmatched "</dsp:getvalueof>" tag. I don't see any <dsp:getvalueof> tag anywhere for it to close.
- The error message is complaining that there is no URL provided. Could that be the case? From the looks, urls only get initialised in the <c:if> blocks. Is one of those if blocks applicable in the scenario where you get this message? What should the value of "URL" be in that case?

Gravity is a harsh mistress. But this tiny ad is pretty easy to deal with:
