Is it a must to use some kind of engine, or just eclipse is enought to create basic strategy game?

How to create a program? Now codes work in console, but nobody shows how to export it, and program would work without eclipse?
For example age of empires. It requires no eclipse, and just works by launching exe.

Well, chess is a strategy game, and I am sure you don't need any kind of engine for that. Carpenters have a saying, which is, "Buy your tools when you need them." I feel the same way about programming. I learn something new when I expect it will help me solve a problem I have. Until you have a problem that an engine can help you solve, you don't need one. Now, you might want to find out enough about engines to know if they can help you, but that's not the same as learning enough to use one in an actual game.

I have added this thread to the IDEs forum. All Java programs will run outside of any IDE, but I don't know much about Eclipse. Maybe an Eclipse user will comment.

You can totally make a game out of nothing.
But you'll have to do a lot of ground work to actually make the game work, provided that you already know what goes into game development.

When you say basic strategy, how basic are you talking about?
Chess is a strategy game which is turn base.  It can be accomplish with existing code that JDK provides.

If you're talking about Age of Empire, Starcraft or Command & Conquer, those are real time strategy.
The amount of work that goes into those might seem very little at first until you dive into it.
Just a few things picked off on top of my head for instance, Framerate, Map Rendering, AI, Arts & Animation, Sound Effects, Collisions, Storyline (If you wan to go that far), etc.

When you put them all together and make them all work in union, it is actually a large project even though it seemed basic.
That's when you need a game engine to do all the ground work for you.

Check out what people have to say about Game Engine and you'll understand.

First it would be great to create chess game. I also want to create/get AI for it. Multiplayer mode aswell. ( hotseat lets say).

Later im about to create very basic real time strategy game like tribal trouble.

2 diffrend type of buildings.
3 diffrend kind of units.
1 kind of gatherers.
3D map.
Efficient AI.
Few animations.
Graphic with little or no textures.

With a little knowledge, a cast iron skillet is non-stick and lasts a lifetime.
