I'm looking for someone to help me with coding for a GPS project.  I'm a mobile app developer, who is still pretty green, but I have some great ideas.

I need to have a GPS unit on a mobile business that once activated, will send out a notification to a designated radius that it is there.  Has anyone seen this before or heard of a company using something similar?
Anyone interested in helping me with this project?

Send out to notifications to whom? The receiver obviously needs to have a receiving ability.

The idea is that the gps will send a notification to mobile app users withing (2mi, 5mi, etc).  It's like the reverse of checking in when you arrive somewhere.  I want the business to be able to check-in and it notify the app users that they are there and open for business.
