stepping feet illusion

Last week we had our traditional national sciemce quiz on the Dutch telly. One of the questions was about what seems to be called the 'stepping feet illusion', totally unknown to me.
Run the program. It seems like the two rectangles are moving stepwise, but if you click in the panel you see that that is just an illusion (click again to get the stepping back).
The question is: what causes this illusion?
