I don't understand why people write them. they get given away at iTunes or Google play, so there is no money from advertising on your website. I have written programs for free and given them away but I didn't expect to make anything. how do you make money writing free phone apps?

I am interpreting as how does one make money from free apps.
Well there are a lot of ways at least I am aware of. One of them is advertising. Another one is that you offer a free component and a paid component. Like basic service for free and premium service for a cost. Another variation (At least one used in games) is that the platform is free and you can use it but if you want to make your life easier, you would need to purchase something.

I contribute to an app that's available for free, without ads, and without freemium model. For me it's about learning Android, and the Android app market, handling hundreds of thousands of users (and the backend those app users access), and contributing back (since I'm using so many open source projects from other people for free).

salvin, your second idea is what I planned to do with my paint program most is free but if you want extra features it costs. but that depends on me having a website. I cant see how people do it using gogle or itunes

For Google Play, you need to probably register as a dev here : https://play.google.com/apps/publish/signup/ (You would need to pay $25 as the registration fee)
