There's an enormous number of unknowns in the question that make it almost impossible to answer. Much depends on how many users you expect, how many videos they'll upload and download/watch in a given time frame, whether this is intended to be the next YouTube or just for sharing amongst friends, etc.

Have you considered basing your work on forum software like JForum2? It already has a lot of the features you mention.

As first thank you for fast replay,i have brilliant idea,if we can say mb 10 000 videos in first 3/mo,after that constantly grow, and maybe at start 50 100k unique visitor per mo.,no download option, just upload your video(a maximum 3 min length or less),watch others videos with option to comment, share, rate etc..just like some pornsite with users profiles, ofc without nudes..

So basically you want to recreate YouTube? Be aware that it took them years to earn money, and the network costs are sizable once the site gets traction.

Do you mind sharing what the "brilliant idea" is that you had for this? Is it about attracting all the uploads, or attracting visitors who watch the films?
