For a previous project, I utilized Bootstrap, AngularJS, and UI Bootstrap to customize the layout based on the width of the user's browser. If the browser content area was wide (a desktop browser), then there would be multiple columns displayed. If the browser content area was narrow (a mobile browser), then all of the columns would rearrange into one long column.

Is there a way to implement such responsive design techniques in an Angular 2 app?

Sure, you can do that easy with angular directives. Also have you looked at ng-bootstrap?

Is there something about Angular 2 that prevents using Bootstrap or other CSS responsive frameworks?

Angular works with the Twitter's Bootstrap just fine. We use it in a sample online auction that we build in the book.  Take a look at the client of the Auction app here: https://github.com/Farata/angular2typescript/tree/master/chapter10/auction or in the Angular CLI version of this project: https://github.com/Farata/angular2typescript/tree/master/extras/auction

We do use Bootstrap v4 which now has flexbox-based grid system in several Angular projects, works perfectly fine. Also you may take a look at pure Angular solution - flex-layout project maintained by the Angular team. We didn't have a chance to try it out yet, but looks very compelling.

Why should you try IntelliJ IDEA ?
