Use <f:view locale> with ViewScope Bean

Am trying to use the tag
<f:view locale={#startBean.locale}> ... </f:view>
, the manageBean is a
javax.faces.bean.ViewScope
bean. but i have the following error

The bean methode is never call, is a simple real simple method
public Locale getLocale() { return getSessionBean().getTshopLocale().getLocale(); }
What am doing wrong? is the ViewScope the wrong scope?
