Having a proper caching mechanism do not necessarily  give you better performance.
Or Do performance tuning and Caching go hand in hand , is that a fair statement ?
This topic came up in one of our discussion to analyze various performance measures.

I am not a performance expert but just thinking in logical manner, caching should be one way of performance optimization.

Though there are various factors that may or may not benefit from caching alone. It would certainly help in scenarios where previous results are reused in future processing.
 
It is sorta covered in the JavaRanch Style Guide.
