Does this book address Linux certification through the Linux Professional Institute?
Are all topics necessary to pass the Linux certification exam offered via Pearson VUE covered in this book?
Do you recommend taking Linux Certification exams?

No, the goal of the book wasn't certification.  I would recommend the following books:

https://www.amazon.com/LPIC-2-Cert-Guide-201-400-Certification/dp/0789757141/ref=sr_1_2?ie=UTF8&qid=1493836186&sr=8-2&keywords=LPIC-2 (For LPIC-2 certification: I was the author of this book)

The certification exams don't really include much in regarding to software development, so they really didn't apply to this book.  Also, the certification prep books are HUGE as there are so many topics covered.
