http request from localhost:8080 times out but is ok from domain server

Hello. I am trying to upgrade Tomcat/JRE version to the latest (Tomcat 9, JDK/JRE 8). I want to test all this from my pc, localhost:8080, and one of the connections the servlet is configured to make is to a domino server via port 63148.

When i deploy the war to any domain server and run on the previous version of Tomcat (7), the http request/connection to the Domino server port 63148 is fine. However, from localhost:8080, I get a timeout.

I am able to telnet to the Domino server port 63148 and receive an automatic connect response.

Does anybody know if this is some sort of firewall thing? That seems to contradict me being able to telnet. Thank you so much.
