Oracle XE and Oracle VM Virtual Box Manager setup question

I want to install Oracle XE on new Mac ( Sierra OS ) and from what I have read I need to install a VM first.   Is this correct?

I already downloaded ORacle's VM Virtualbox but from what I am reading , a VM has no OS so I need to have an installation disk or an ISO image file ready to install on it?

Okay I just found the bundled option by Oracle and trying that.
