Getting Error Message When Opening JSP File

When I double click the .jsp file I get a WebPage Error popup
Error: '$' is undefined.
If I click the "Do not Show this Message Again" it stops popping up until I clear the Browser cache.
Note: I do not get any runtime errors when running the application. Just happens in my development environment.
It is like the individual files cannot tell I have the jQuery file stored in a separate folder.
