I read today in the ranchoffice that anyone with the rank of rancher or above can award at least one cow a day.
I'm a ranchforeman so I should be able to award a cow, but never have seen the option to do so.
Is this an old feature and is it removed for ranchers or what do I have to do to award a cow?

Yes, I think that's correct. Anyway, you could use the strategy of replying "That's a great answer, it deserves a cow!" and then perhaps somebody who can give cows could give one on your behalf.

IMHO, it is actually debatable if Ranch Foreman is below or above Rancher...

I think of it as this. The Ranch Foreman and Master Rancher titles are automatic boosts to the Ranch Hand and Rancher titles respectively. As such, they are temporary, and hence, does not add privileges.  A better way to think about it may be ... The Ranch Foreman title is a sign of a great Ranchhand, and an indication that, in the future, is a candidate for a promotion to Rancher or Bartender.
