How to replicate WebLogic 9.2 server Configuration?

I consider my self a beginner in weblogic 9.2.

As part of a new project, I need to replicate the weblogic server configuration from one of the production/test environments(unix) to the newly set up development environment (windows).
I tried to manully configure the users, groups etc. but it is too tedious as there are large number of users and groups. Also, each of my team member will have to do it again manually.
I am sure there must be a easy way to do it (may be copying some files, or generating some script and then using it to run and replicate it on other servers). Please suggest how do we achieve it.
