It looks like this code is indented to be run on a *NIX platform.  What is the operating system for the platform where you are running this?

Also - the catch block where the message Port 139 is not being used is being printed is not checking what type of exception was thrown.  Print-out the exception details - it will probably provide some good information for your troubleshooting.
