Does Websphere do same thing like Weblogic which build a middleware for the application server and web server?

Actually, yes and no. Both BEA and IBM both sell J2EE application servers. These are called the WebLogic application server (from BEA) and the IBM WebSphere application server (from IBM). These are products which implement the J2EE spec and (for instance) host Servlets, JSP's and EJB's.
However, WebSphere is also a brand name for products that are built on that Java technology. For instance, there is WebSphere portal server, WebSphere commerce server, WebSphere business integrator, and WebSphere personalization. All-in-all, IBM provides a one-stop-shop for web and transactional technology that is unique in the industry. No other company provides the breadth of products as IBM -- so you are guaranteed that if you buy a solution from IBM it will all work together.
