I haven't heard about this term "lightweight open documents". I also don't understand how ".pdf", ".chm", etc.. fall under this category.

.But.. coderanch is a forum and it does best at that. A forum allows contributors to discuss content. Many forums allow file attachments but that is not their primary goal.
A negative issue about files is that many files are not easily opened across all devices. try opening a .chm on your phone
