Ugh - Java code in JSPs. That's been obsolete for 15 years.

What's more, the SQL looks like it might be vulnerable to SQL injection attacks - use PreparedStatement instead.

Does the SQL return any results if you run it directly against a DB?

Why is the SQL being run if the code might redirect afterwards? That should be checked first thing.
