compile time exception vs runtime exception

The missing String args parameter causes a runtime exception. Can someone explain why this isn't a compile time error?

Welcome to the Ranch!

The compiler does not execute any code.  It is reasonable to have a class without a main at all.  At runtime, the JVM does not see a valid class to execute without the "magic words"
