Spring: How to limit the requests to the web service ?

Hello,
I have been giving interviews for new job in Java Rest services.  
One question has been asked by the interviewer again and again, the scenario is -

If you have a single rest API, which is hosted on single server i.e. no multiple instances of it.
And suddenly the number of requests which are hitting this rest api service are more.
How to manage such a scenario. How to manage a load on single service. No request should be denied.

How the design should be there ?

My rest service is in Spring Rest API.
So I would like to know if there is something in Spring which allows me to limit the requests.
