I need to create a FAB, when we click on it will surronded with  a border as the following image.

I will use ImageButton instead.

You can adjust the value border until meet your desired output. The idea is roughly there.

It's a good idea thank you  
but when i change as you mentioned in the xml file nothing change, i should add some kotlin code
i add the following code, and it work for me
