Advice requested for first Java job search

I'm helping my sister find a job as she has finished her first Java course at community college and is about to take the Oracle OCAJP exam.  

I've looked through the local meetup group (San Diego), Craigslist, Indeed, and Monster.  Are there other good places to look or post?

Also, if she wanted to do some free work to build her portfolio, any ideas for doing that would be appreciated.

Since she is still in college, she would most likely be looking for an internship. She can search for those specifically online. Also, tell her to check with her school's career office. They often have local internships listed there.

As far as free work, local community organizations may want help. She can also do projects for herself and put them on github. Build an app. Build a website. Produce evidence she can code.
