Could not connect: Connection timed out when tried to access link

I tried loading a owl (html kind of file) and loaded successfully. But when tring to access the links present in the file I am getting Could not connect: Connection timed out Error. Alloys is a link which is pointing to the following link  link but throwing the error. Why i am getting the error.

Well, if none Exception got silently dropped somewhere you should get a StackTrace hinting what might could be the reason (as it seems networking is a part of it this narrows it down to three thing: resolving issue, connection issue, timeout).
Resolving issue: You give a hostname wich needs DNS to be resolved into an IP address.
Connection issue: Previous step was successful but connecting fails cause of no route, port closed/blocked or server not running.
Timeout: Both previous steps are ok but the active connection reaches some timeout maybe caused by your client takes to long to query or server needs to much time to process.

Look at the StackTrace wich of the above three is the cause - then you can work on fixing it.
