WAR file search order: classes, lib, root?

Hi guys, IBM's website says that the order for searching class files in the war file is:
Root of the WAR file
WEB-INF/classes directory contents
JAR files in the WEB-INF/lib directory
However, I see empirically that this order is actually:
WEB-INF/classes directory contents
JAR files in the WEB-INF/lib directory
Root of the WAR file
Anyone know what the spec says? Where do I file a bug?
