plugin-cfg.xml and HTTP aliases

Wonder if anyone can help
Due to our ACL based security system we have a requirement to map any URLS with
\XXXWeb\abcdef to a specific text file on our drive, so we have done this by using Aliases in our HTTP server configuration file, i.e
Alias \XXXWeb\abcdef C:\directory1\ourfile.txt
However XXXWeb is also a name of a web project in our Websphere installation and therefore exists as a mapping in the plugin-cfg.xml file.
i.e
\XXXWeb\*
Our problem is that it appears that plugin-cfg.xml mappings are applied prior to the HTTP Server Alias so \XXXWeb\abcdef is mapped to the App server and not the text file. This seems counter intuitive. Does anyone know a way of making the Alias mappings be applied prior to resolving the plugin file?
