How to bring the installed voice in this HTML file

The below code works fine in chrome. However it list all the languages but not tamil. I have installed tamil language voice but it doesn't appear in the list


how to bring it or what might be the problem?

Also, downloaded the project https://github.com/vijethph/texttospeech-synth as zip and opened the index.html. It displays many languages but not tamil which has been installed

OS: Windows 10


On further search i come across https://stackoverflow.com/questions/58189350/installed-text-to-speech-voices-not-showing-up-in-system-speech-options-windows but don't understand the issue.

I would like to bring the tamil language in the combo to speak the entered tamil text.

Please advise.
