SEAppInstall vs. wsadmin in Websphere 5.0

In Websphere AppServer 5.0, there is no SEAppInstall.bat anymore. In order to use command line, we have to use wsadmin to install the ear file onto the server.
Do we have to have the server started in order to install application on it? (SEAppInstall can install the ear without server started)
After installing the ear file onto the server1, we have to restart the server1 for the ear appliation to run.
The starting of the server takes quite a while, is there any other way?
