changing default locale

how can i set the default locale in websphere (4.03 AE)?
have en_US in AIX, which jvm sets as default locale.
on this AIX box my language (nl_NL) is not installed.
In testapp i can set nl_NL as default locale and NumberFormat works fine for printing numbers (',' for decimal point).
we have a third party app running in websphere that sends the number as string to a client. On w2k the locale is nl_NL and app works fine.
How can i get websphere to use my locale?
