How can i change JDK 1.3 in WSAD 4 to JDK 1.4...

I'm running in 5.0, but the basic idea is the same and I think works in 4.0.
Open up the preferences screen for WSAD (not an ind project) and select java -> installed JREs. This is where you should be able to change the JRE you wish to useto the Sun provided SDK
