WSAD Access Denied when security enabled

I am trying to set up WSAD 5.0.1 with the Form Login example from IBM
that uses Servlet Filters (see
http://www7b.software.ibm.com/wsdd/library/samples/WASV501/formlogin.html).
It requires that security be enabled with local OS (W2K pro fp2) as
the repository. Everything seems to go as documented until I try to
start the wte server. I get an exception (see Console exerpt below)
stating that "Access Denied". My corporate security policy REQUIRES
that I be designated as a "Power User", not an Administrator. The wte
servers comes up fine with security disabled.
Any ideas on what needs to be changed in W2K or WSAD to get me by this
problem?
