Con.setAutoCommit(false) not working without Con.commit()

Hello, and welcome to the Ranch!

Can you give a little more detail? If you set autocommit to false the changes will not be reflected in your database until you commit them with .commit(). If you want the changes to be committed automatically, you should leave out the con.setAutoCommit(false). By default your changes will be committed automatically.
